Under the World Bank-funded Sierra Leone Land Administration Project (SLLAP), the Government of Sierra Leone launched a national initiative to modernize land administration and strengthen land governance through advanced digital solutions.
Sivan Design was chosen to design and implement a modern Land Management Information System (LMIS) as a single national platform integrating cadastral management, land registration, document management, and financial processes.
A central part of the project was close collaboration with the client and key stakeholders. System requirements and business processes were defined through structured workshops and working sessions with representatives of participating institutions, ensuring alignment with the legal framework, institutional setup, and operational needs, while supporting successful adoption.
As a result, the LMIS provides a robust, fully digital environment for land administration. Processes once handled through disconnected systems or manual paper-based procedures are now managed through automated workflows, improving efficiency, consistency, and turnaround times.
By embedding validation rules, approval mechanisms, and fully traceable actions into each process, the system improves data quality and ensures operations are controlled and auditable, strengthening transparency and accountability. It also helps reduce disputes by providing the people of Sierra Leone with clear, reliable, and up-to-date land information.
The system supports all core land administration functions through a holistic, integrated approach that connects GIS-based spatial and administrative data. These functions include land registration, parcel and survey plan management, ownership records, application and title processing, a robust billing system, an integrated EDMS, and reporting and dashboard modules.
Designed for nationwide deployment, the LMIS operates reliably and securely across central and regional offices, including locations with limited connectivity and prolonged power outages. This supports uninterrupted use and protects data integrity even in challenging infrastructure conditions.
The LMIS is built on GeoERP, a technology platform that has been developed and continuously enhanced for more than 26 years through the adoption of new methodologies and development trends.
The LMIS fully complies with the Land Administration Data Model (LADM), incorporating RRRs – Rights, Restrictions, and Responsibilities.
The project included the following main components:
- Definition of institutional business processes in collaboration with stakeholders.
- Design and development of the LMIS as the official national system.
- Implementation of a GIS-based cadastral environment for managing spatial land data.
- Development of automated, workflow-driven modules to support efficient land registration and administrative processes.
- Implementation of billing, reporting, and management tools.
- Training and capacity-building programs to support system adoption.
Sivan Design’s responsibilities spanned the full project lifecycle, from requirements definition and system design to development, implementation, and training.
