Objective
MASSREG project objectives were to develop, provide, and test a ready-to-use mobile application for the complete requirements of field-level cadastral survey and adjudication data collection in the rural areas of Ethiopia.
Project Description
The project included the following 3 main stages –
- Desk review and analysis of existing market trends related to field data collection applications.
- System design, development, testing and installation.
- Training and implementation.
During the first stage, Sivan Design studied the land registration processes (SLLC – 2nd Level Land Certification) in the rural sector of Ethiopia and analyzed the integration of the new MASSREG application in the context of Ethiopian NRLAIS – National Rural Land Administration Information System. In addition, existing market trends of mobile GIS applications were assessed, including a field data collection pilot.
During the second stage, the company prepared a detailed system design document which consist of functional (business processes, user interface) and technical (technology, architecture) aspects. Accordingly, the company developed and modified the new MASSREG, including its integration with the backend NRLAIS. The system was tested and installed.
As part of the last stage, Sivan Design conducted training for system administrators and users. The users training included frontal and field workshops.
The project included the preparation and provision of a comprehensive user manual, training materials, and follow-up services for technical maintenance of users’ support.
Technology and architecture
The system was developed using pure open-source technologies – Qfield for the tablet/mobile field application; QGIS for Backoffice data preparation, synchronization and editing; PostgreSQL database + POST GIS for DB; GeoServer for GIS Server; and OpenLayers for web GIS viewing.
